HVAC actuators are small electric motors that are controlled by electronic circuits. Typically tested to around 225 - 250,000 cycles in development, there should be no reason for failures so early in the cars life. In order for this failure to happen, someone hasn’t done their job in development-there are many complaints online about this issue.
Making this worse, the repair requires removing the center console in order to reach the actuator - this is very time consuming, which makes a very expensive repair of a $15 part.
