the passenger front seat has never worked sence i've had it

I noticed that everytime I used the seat warmer I smelled something burning. I took it to the dealer, they said it had been recalled by already replaced. (They acted like they didn't really want to look at it.) After they inspected it, it appeared that the coil had never been replaced at the time of the original recall. The coil had in turn burned my entire seat. The dealer finally got the replacement seat after 1 month of waiting.
