VOLKSWAGEN: HVAC BLOWER ONLY OPERATES ON HIGH SPEED (US ONLY). FRESH AIR BLOWER RUNS ONLY AT HIGHEST LEVEL. BECAUSE OF PERMANENT FROST AND SNOWFALL FINE SNOW CAN GET INTO THE FRESH AIR BLOWER VIA THE AIR INTAKE. *PE
