The instrument cluster illumination is controlled by a photocell inside the cluster. If an illumination concern is suspected, darken the area over the photocell, or use a flashlight to simulate natural light changes, to see how the illumination is affected. See figure 1 below for example of the photocell location based on a 2011 Jetta sedan. Location can change based on model.
