Hi,
I've had this problem on my (California) 2003 EV since I bought the car (July 2013): after starting (easily/cold) the engine runs fine for about a minute, then becomes somewhat unresponsive for about another minute. I can usually "goose-it" a couple of times to get moving, but not always and it's dangerous to try to enter traffic like this. I've recently had new plugs installed and a couple other air-supply parts replaced and the car runs like a top except for this.
This always happens when the engine is cold, and occasionally after it has been run awhile. Mike Griffin in San Diego
