VW blames the tire manufacturer and the tire manufacturer blames VW. The issue is that VW has a flawed design and they are not owning up to it because no one has died, or at least a link has yet to be made. VW expects the car owner to purchase new sets of tires every 20k miles becuase their suspension design wears them unevenly.
