Had this problem from the beginning - a vibrating steering wheel from 60 to 70 mph. You can feel it in the brake pedal also. I wrote it off to the cheap Dunlop tires that came with it. It went away after a year but then one of the tires blew out while on a road trip. The side wall of the tire failed on IH-12 just past the long bridge that goes through the swamp. My service guy spent two days looking at the suspension, wheel alignment, balance and could not find a problem.
When I replaced the tires with a set of all-terrain tires the vibration became shaking. I tried 3 different brands of AT tires before I found some that were drivable. I began to suspect a warped rim. Youtube has a video that shows you how see if your rims are out of round or warped. So It turns out I was sold a new Tacoma with two warped factory rims. This explains why the vibration and shaking would change when the tires were rotated. Also explains why the brake pedal would pulse when stopping. I suspect my disks are warped as well. I will get a new set of rims locally and do an update.
