On this new 2010 Prius I just leased, tapping the brakes with cruise control briefly slows the vehicle, then the engine revs right back up to put the speed back on.
On EVERY OTHER CAR that I have ever driven with cruise control, tapping the brake cancels cruise control and allows the car to coast until you 'resume' cruise control.
I have to REALLY press down on the brake to convince the Prius it should stop the cruise control and not instantly attempt to regain the speed I wanted to gradually lose, but this is like slamming on my brakes in the middle of the highway.
This is a known issue for which Toyota has no 'fix' (as of right now). It's just the way they programmed the brakes and cruise control to behave. It's completely wrong, IMHO. They obviously detect that the brake was touched, because it does immediately slow down. It just doesn't stop the cruise control, so the cruise control kicks back in as soon as my foot's off the brake, and I tend to end up braking a LOT harder than I intended a moment later.
If you want to cancel cruise control because traffic ahead is slowing down a bit, or the offramp is coming up, do it with the 'stick' they put the cruise controls on. This is a minor adjustment of habit more than anything, but I almost rammed someone the first day I had my car, because I tapped the brake to slow it gradually and the car instantly wanted to 'make up for it', which made it lurch forward, instead of continue to slow down, as expected.
