The price of this part and replacement was unbelievable!!
I am disappointed in my Toyota not living up to it's reputation for reliability.
Update from May 15, 2013: After the repair I found that this problem is common on the 2007 Camry Hybrid. The problem in my car began months before the VSC warning light came on and was not correctly diagnosed at the dealership. Early signs were excessive clicking sounds coming from the brake actuator assembly on the right front area of the engine compartment, and an intermittent hydraulic sound when the brake pedal was kept depressed.
