This Radio problem is still a problem in 2019 Model. It seems like an easy fix and there is no reason to have it in the first place, when I get in my car and turn it on the DAMN RADIO BLASTS LOUDLY and you can't even turn down the volume as it is locked out for 5-10 seconds. Also can turn it off. there is no setting to prevent this. It is designed to act this way and it is exceptionally irritating.
My last 2015 Subaru Outback didn't do this so this is a feature that the ADDED ON PURPOSE and they intentionally keep it there. I see that this has been complained about since the 2017 model year, and here we are 2 years later and no one has offered a fix.
There is no way for me to have a phone call and turn off my car because they people on the other end will be deaf after my radio screams in their ears.
What the hell, this is an easy software fix or a damn button to turn it off and keep it off. I really do not understand this.
