Not much opportunity to describe the issue unless you took pictures. Here's my verbal description of the problem.
The function of the radio and windshield wipers is intermittent. Upon start these devices do not appear to have power and do not function. I suspect there are other items that do not work either, but cannot confirm. They both functioned properly when the engine was restarted. This has happened on two occasions over a 1 week period. The dealer cannot get this problem to repeat. This is a safety issue since in a rainstorm, visibility would be nil. The battery was replaced a couple months ago, but this would not seem to be the source of this problem. I have seen this same problem described on a couple different internet forums. The ignition switch was indicated to be the culprit.
An attempt at a smog inspection was attempted the day after the last incident of intermittent electrical behavior without success. The computer did not appear to be ready to provide data. Research indicates that the battery replacement could cause this if it was recent, but it's not clear if the intermittent internal electrical problem could be responsible for this? A second attempt at a smog inspection will be attempted in the coming week. I will update with how that went.
