the hood paint and undercoating is peeling off

I purchased this Saturn Outlook in 2018. The paint/undercoating was already peeling, but I couldn't afford to have it painted. Two weeks ago, my mechanic told me that it was a factory defect and that I should contact someone about this.

I have tried contacting a local Chevy dealership and I have tried contacting GM corporate and have heard nothing back from both.

I just would like to know if I could get this repaired as a factory defect or is it on me now to repair this issue.
