This seems to be a common problem. Noticed my sagging parking brake cable yesterday. Cable was not retracting fully. I hammered the lever with a screwdriver to retract it fully. I assume the brake shoes and assembly parts are rusted. Not very impressed that this happened. I will not be using my parking brake again until I do a full brake job.
