This looks to be a manufacturer defect, my biggest complaint is the lack of availability of the part to replace it. Currently it is on back order and my selling dealer seems to have little understanding of how annoying this is. Seems to me that taking one off of another inventory vehicle is a simple way to satisfy the customer, but that does not seem reasonable to them.
Update from Jul 25, 2016: Mirror was not installed properly from the factory, I removed and reinstalled the mirror myself, problem solved. The upper portion of what is called the mirror flag has a clip that folded over keeping the mirror away from the door allowing the wind to get behind it. The clip straightened out and I was able to install it properly. No further issue and no need to go to the dealer waiting on them to make matters worse as they usually do.
