headlights flicker once every 3-5 minutes when on

My complaint has multiple reasons. This is a brand new truck and its having a crucial safety issue, not only do I get stopped by state patrol because I do a large amount of highway driving but it gives other drivers the wrong signal such as if I were a law enforcement vehicle and we all know how that makes drivers nervous and it can cause a dispute with the gang related community because there are initiations within that community to harm whoever is in a vehicle that flashes there lights. Drivers get annoyed by this and I am brake checked constantly. I'm worried to lights will fail at some point. The dealer" found no issue " nor did they have a problem with me having the issue and did not fix the issue. I don't know what my options are but I am doing some more digging around to see what exactly I can do to resolve this issue.
