Due to two previous services for NHTSA recall 00V044000 concerning seat belts dealer will not service a third time. Right rear seat belt will not pull out. Consumer have been driving GM vehicles for 35 years and have never experienced a seat belt failure unrelated to excess wear. This vehicle has had 2 replacement indicates a design flaw or manufacturing problem. Consumer feels this a safety item, should be replaced free of charge with a belt that does not incorporate the flaws that seem to accompany the original design.
