While traveling at 30 to 40 mph consumer's vehicle rear ended another vehicle, and none of the airbags deployed. Consumer's back was broken as result of crash.

Vehicle broadsided a 1996 Chevrolet cavalier while traveling at approximately 50 to 55 mph. Frontal air bags failed to deploy during crash. Investigator stated that consumer was only traveling at 22 mph, and when brakes were applied, front end was directed downwards, allowing most of contact to hit on hood. Please provide any additional information/attachments. *note: Consumer suffered back/neck/knee injuries, and driver of cavalier suffered unkonwn injuries.
