With high beams on a portion of the headlight beam is straight up. Attached picture shows beam on ceiling of garage. Any dust or light rain or fog creates two "columns" of light you can't see through. This happens long before you would normally have to shift to low beams in these conditions. I have reduced it by putting opaque tape on the top of the slanted headlight covers, but it looks crappy on a brand new car.
