Seatbelt locks up and does not allow for driver to buckle up. Happens at various times while vehicle is on or off., both on park position and or drive.

The contact owns a 2016 Lincoln Mkz hybrid. While driving various speeds, the rear middle passenger seat belt would not latch. The vehicle was taken to a dealer where it was diagnosed that the latch needed replacement. The vehicle was not repaired. The contact also mentioned that the front driver's seat belt shoulder harness would tighten without warning. The vehicle was taken to a dealer, but could not be diagnosed. The manufacturer was notified. The failure mileage was approximately 58,000.
