Child was restrained in carseat using latches. She grabbed the nearby seatbelt while seated in the rear seat drivers's side. She was not using the seatbelt (it was not buckled) because she was in a latched carseat. She managed to wrap the seatbelt around her neck. When I (parent) attempted to free the seatbelt from around her neck it locked and tightened. I was not able to loosen it enough to remove it because it would not "unlock". the more I attempted to loosen it or "unlock" it the tighter it became and I had no choice but to cut the seatbelt from around my child's neck or she would have choked. The seatbelt will have to be replaced.
