For those who aren't aware, this is an extremely common issue on the LS400 for the 1990-1994 Model year. The cause of this problem is due to the bad capacitors on the circuit boards for the Instrument Cluster. There are various sites discussing the problem and the solution. To summarize what the solution to the problem is, it is this: The instrument cluster has to be removed and the capacitors on the circuit board need to be replaced. The dealership will usually suggest to just buy a new instrument cluster for $1000 but that never solves the issue as they too have this issue. The only solution to this problem is to repair the instrument cluster.
