These cars are getting old, ALL of the LS400's are prone to the capacitors failing at their ages, less common on the 1999-2000 years.
You will need to have your ECU professionally rebuilt by a company or person that knows what they are doing. The solder has to go through all 4 layers of the PCB (board/core) and the capacitors need to be low ESR, authentic Japanese from Nichicon, Panasonic, or Nippon Chemicon, I personally prefer nichicon as PC motherboard manufacturers use them in their top end boards for reliability and performance.
Even if you buy a remanufactured, salvage, or a new ECU (if you can find one) they will likely still have the older caps in them that tend to leak over time.
