Scouring the Jeep forums and the Internet, this seems to be a very common problem with the TJ series of Wrangler. Best solution seems to be replacing the entire switch assembly. Hideously expensive to have done at the dealer. The Crown Automotive- Multifunction Switch- Replacement Part- 5016709AD runs about $80 elsewhere.
