recliner lever release not stopping seat in forward motion

Help Needed! Don't know where to turn for help to fix a problem with defective equipment or a bad design after having suffered a severe concussion from a reclined passenger seat. when I tried to move it back to the upright position, it slammed forward so hard it almost knocked me out, causing an instant headache, nausea and dizziness that put me in the hospital a few days later and that it was determined to be a severe concussion. a neurologist confirmed that my recovery may take up to two years or more, I feel I've lost some major parts of my life now and am just scared to death even drive the vehicle.
