paint peeling on bumper paint peeling on bumper

I noticed a white mark on my rear bumper and when I looked closer, I realized it was the paint peeling off. I was puzzled, but had too much on my mind to pay it too much attention. A few weeks later, I was getting something out of the back and again, I saw white marks but more than the first time. I saw that the peeling had increased, and my thought was that a kid in the neighborhood saw it and couldn't help but peel it. I started cursing the last body shop I was at where they put on a new bumper. That was about 2 years ago. On my way home from work, I stopped there. It was locked down and there was a shady character inside the locked gates. I asked him where the owner was and he said the guy moved out of town! I then called my insurance company and explained. They checked and as it turns out, I did not get the rear bumper replaced, I got the front bumper replaced!! They would not allow me to make a claim. So it's just getting worse. I got a message from Hyundai about a recall and looked online for recalls. I just happened to Google Hyundai recalls for body work and your site popped up! How can I get this covered by Hyundai??

Problem 1. About April-did not go back and look at service report. Paint started peeling real bad on front bumper. Dealer said, well it's because you must have had a rock hit it. Yes, I don't dispute that. But after having the car only 5 months, even with a rock chip, the was paint peeling as if there was no primer under it. Now my brother-in-law and father work for one of the top Electrostatic paint companies in the world, they developed the first paint systems of this type. These systems are how almost everything is painted today. Well they even looked at the problem and said it was either bad paint or bad primer, but it should not be peeling that fast. None-the-less the dealer finally agreed to paint it. Well they sure got even with me, the paint did not match worth a crap. Sadly I didn't push the issue and wish I had. I still look at it at times and get mad.
