2008 Honda engine surge when running normal speed. The consumer stated the problem happened when he was slowing down to come to a stop. The surge would last about 1 to 2 seconds and the RPM's would return to normal. It would also happen when the engine was operating at regular temperature or when it was cold and when the cruise control was on or off.
