With my wife driving our small children in our 2006 Honda Odyssey, the windshield washer system failed to operate and clean the windshield. The temperatures were around +25 degrees F and the fluid level was full with fluid rated to -20 degrees F. it appears the system freezes up, even when the van engine temp was fully heated to operating temperature. This is certainly a safety issue as her sight outside the van was impaired by the dirty windshield. She could not see outside the windshield to drive the van in a safe manner. I have recently spoken to other 2006 Odyssey owners who have the same problem.
