I couldn't get an inspection sticker because there were no working power locks, directional signals, running lights, high beams, and there were other electrical problems. I found out by accident when it was not working one day, and the next day it worked. That day was warm. It worked for a week until the weather got cold.
I ran the car with the heat on high all heaters for about an hour. The next day the weather was medium warm and it worked again.The weather has been cold for a week, and the problem is back.
I tried today, no good. I turned on the heat to max everywhere, turned the seat heaters on and went into the house for an hour. When I went back to the car the intermittent wipers were running, (apparently I had the switch in that position which wasn't working). Everything is working right now.
It is definitely a temperature problem.
