I've had this coming along for five years, but just decided to try to look into it recently. It is definitely the clear coat peeling, leaving the color coat exposed. I knew that Honda was unlikely to fix this issues on a 17-year-old car, so I decided to ask them to suggest how I could stabilize the situation. I expect I will find an auto detailer who will use rubbing compound and will slowly buff out the car, removing any loose clear coat and shining whichever coat is left on top (clear or color), finishing with a good wax job.
