intermittent feels like the power steering tugs against me

I took it to the dealer and they can't make it happen. However when I first called the service dept they advised me that it might not be safe to drive the car. What do I do now? It doesn't sound like they are going to do anything because it is internittant, but yet they earlier told me it might not be safe to drive.
