A search of the issue indicates that the problem is the ignition switch. The issue put me in a dangerous situation as I was out of town and the freakin car wouldn't turn off. Not to mention the emission I caused by letting the car run until it was out of gas. I could have been poisoned. Not sure how Ford does not see this a safety issue
