The contact stated that when this sound occurs the vehicle's steering wheel will seize and the contact is forced to pull over onto the side of the road, to restart their vehicle, in order for the power steering to function properly again. The contact also stated that the vehicle is experiencing symptoms from an unknown recall that were remedied by the original owner.

Once the vehicle was turned off and restarted, it operated normally.
