Ford engineering is aware of malfunctioning "Adaptive" LED headlamp systems on 2019 Titanium/ST vehicles (with "Equipment Group 301A/401A" options) under SSM # 47810.
I noticed the headlamp system was not "self-testing" on startup, so I mentioned it to my dealership who advised me of the known issue. They stated that the LED lights currently function as regular headlamps without adaptive movement, so it is not a safety-related concern.
Ford has been aware of this issue since at least November 2018 when they built my Edge. The "adaptive" functionality described in the owner's manual was intentionally omitted from the vehicle's menu system without any transparency.
Will Ford be addressing this soon?
Update from Jun 10, 2019: Ford partially fixed the problem by releasing a Field Service Action — FSA 19B11 (recall) — for Titanium 301A and ST 401A equipment group vehicles built between June 4, 2018, and March 14, 2019.
"In some of the affected vehicle, the headlamp control module was not configured with the proper software."
The FSA enables adaptive movement of the headlamps, presumably to some sort of default, but the Adaptive Headlamp options are still absent/omitted from the information display on the dash. (Page 107 of the manual: Lighting -> Adaptive Headlamps -> Traffic Set Up -> Select Setting).
Ford has failed to communicate any additional information about whether or not we will see the Adaptive Headlamp settings restored/enabled in the information display.
