Help!!! Our 95 Contour won't start. Lights go on, no noise when you turn the key. Won't jump. What could it be?

it really pisses me off that my car wont start. There is the exact amount of oil in it. Plenty of antifreeze, plenty of gas, a charged battery, and the damn thing still wont start
