Chrysler/Fiat issued recall notice five years ago on Viper and recall affects over 100,000 other Jeeps, Chargers, Challengers, etc. Air bag and seat belt tensioner so can deploy without warning causing serious even fatal accident. By filing recall, manufacturer dodges liability and potential lawsuits. NO LAWYER WILL SUE THEM.
It is cheaper for them to refuse to fix problem claiming they don't have a $15.00 part than to fix them and no concerns about negative publicity or litigation. Government inforcement and consumer rights are meaningless.
The bigger the auto company, the more immune they are to government intervention who do not look out for consumers as witnessed by the over 50 million cars currently on recall. Lawyers are also to blame as the ambulance chasers are making too much money from insurance companies on an epidemic of wrecks so they have no reason to file expensive civil suits on recalls. In a word, they like the government could care less.
