Pump failed and after doing some research online found that this is a common problem with the 03 diesel. Dodge fix is to replace with an in tank pump at around $700. Found the pump online and replaced it myself for $170. No guarantees with the in tank fix and you can buy 4 of the original pumps for the same price.
