Thought at first it was a clock spring, but luckily once I pulled off the driver airbag, I found that 3 wires at the pins (2 for cruise control, 1 for the horn) were broken. Removed the pins, which is a pain if you don't have the tool for it, soldered it back to the pins and reinserted the pins. It would be a lot easier if you are not mechanically inclined to just get a new harness or the connector and splice it in. Cruise control works flawlessly now.
