I have a 96 dodge dakota that the frame is rusting out. in 2010 noticed it. don't know when it started. cleaned the frame and repainted it with rustoleum then well about two mouths ago was working on brakes and noticed it was flaking again. now its to the point where will have to weld some areas. Called Dodge and they didn't have a recall. started doing research and its a known problem that it was covered with a wax instead of a good paint in 95 and 96 might be all dodge trucks dont know. people needs to start complaining to dodge.
Update from Mar 31, 2016: Called Dodge and they said there are no recalls on this truck for frame. I now have 4 spots that rusted out and where the emergency brake tighting rode is frame broke loose.
