axle rusted out

As you can see in these photos, the rear axle has more holes than Swiss cheese. Is the rear axle supposed to be hollow in these things? I admit, it has been outside and not under a garage, but how come the build quality is so poor. I got 99,000 miles out of this though. Not planning on fixing it, i'm embarrassed to own it, and will be donating to Goodwill soon. My regal is gone, and this my last ever american car ever. So many other problems like the sliding door being permanently locked, engine issues, etc.
