After some time, I noticed that moisture was gathering in the passenger (or driver? can't remember now) tail light. Removed the light, used a blow dryer to dry the interior of the light, and ran a bead of clear silicone caulking around the housing where the inner and outer pieces were joined. Let dry, reassembled, still clear to this day.
