Dodge has had issues with the TIPM in their cars for a while, heck, they even had a class action and recall on older Dodge cars. The horn keeps blaring or going off while car is on or off, driving or sitting still. TIPM can cost upwards of $1000, and that's just the part alone, not including a mechanics labor cost.
