The clock spring failed causing the air bag light to stay on too.

Both conditions cause your car to fail its inspection.

Dangerous situation not having a horn. I have been almost run off the road by a transfer truck because I was unable to use my horn. I won't let anyone drive my car because of this major safety issue.
