The windshield wipers went to fully up position when they were turned off. They operated normally otherwise.
I found that there is a cam assembly attached to wiper motor that has a release pin that was sticking. I sprayed it down with WD-40 while operating the wipers.
To stow the wipers the motor actually runs in reverse for 1/2 a rotation and the release pin is suppose to disengage and let the cam turn without turning main wiper actuator. The cam is set up so as it turns by itself it pulls the wiper blades down out of view. If the pin doesn't release or the cam sticks to the main actuator, It will push the blades back up into view.
