The contact owns a 1997 Chevrolet S-10. The contact was driving approximately 35 mph in rainy weather condition when the windshield wipers began to fail intermittently. The vehicle was taken to an authorized dealer where they replaced the windshield wiper module to correct the failure. There was a recall associated with NHTSA campaign id number 03V159000 (visibility:windshield wiper/washer) yet, the contacts VIN was not included in the recall. The failure mileage was approximately 60,000.
Windshield wipers stopped working while driving in a heavy rain storm. I pulled to the side of the road and tried all different setting but wiper did not work so I parked the vehicle. The next day I checked and they had started working again. I found a recall notice (03V159000) while researching what might cause this type of problem, but when I contacted a dealer they could not find any record of the recall. I also contacted Chevrolet (800 222-1020) on June 10th 2010, but they also told me there was no recall in effect?

He was advised that because his vehicle identification number was excluded from the recall, he was ineligible for a free remedy. The current and failure mileages were approximately 126,000.

The windshield wipers fail intermittently. On one occasion the windshield wipers would not shut off until I stopped and restarted the truck. On 3 other occasions the wipers would not turn on and stopping and restarting the truck did not immediately remedy the problem. Most of the time the wipers function normally.

About 2 weeks ago, the windshield wipers on my 1997 S10 pickup began to intermittently malfunction (there have been 4 instances of this so far). In my ensuing investigation of the problem, I learned that there is a recall to fix the problem. On 9-8-2004 I took the vehicle to southview Chevrolet in inver grove heights, mn to get the wiper module replaced. After entering the VIN number into their computer, they told me my S10 wasn't elligible to have the repairs done at no cost to me. Even though one of their documents stated that the recall was for beginning of production to end of production, they said that the recall expired 2-29-2004. I then called Chevrolet's 800-222-1020 number and asked 2 people why I wasn't notified of a recall, and how can a recall expire. I was issued a service request # 1-257047512, and was told that it was not a recall, but was a special policy that had the above expiration date. Further investigation brought me to your website where I found NHTSA campaign id number: 03V159000 which refers to a recall for this problem on 97 S10 Chevrolet and, futher, refers to GM recall no. 03023. Chevy seems to be using semantics to give me the run-around so they won't have to replace my wiper module. I plan to write to the Chevy CEO to bitterly complain and to let him know that there will be no more Chevy for me. Vehicle is having a problem with the windshield wipers. Sometimes the wipers don't work at all. Owner has contacted the manufacturer and was told that because the vehicle had more than 70,000mi they will not be able to assist the owner.according to technical service bulletin #03023 this defect should be serviced despite the age or milage of the vehicle. Provide further details.
While driving, in inclement weather the windshield wipers would come on and go off on their own. The problem was intermittent. The dealer was aware of the problem. The driver informed the mechanic this vehicle was on recall, but the mechanic informed the consumer that this vehicle was not on recall. The dealer later contacted the consumer and informed him that is vehicle was part of the recall.
Intermittently windshield wipers become inoperable, obstructing the driver's view. A recall has been issued on similar makes and models. However this vehicle was not included due to VIN. At first they would stop operating in inclement weather. Then they started not to operate at all. Consumer had to run off the road twice.

The windshield wipers will not operate on an intermittent basis. I know that the Chevy S-10 in model years 1995 and 1996 have been recalled for this problem. I have since taken my vehicle to a Chevrolet dealership and had the "delay board" replaced at my expense. Since I had the part replaced in August, 2002 I have not had any problem with the wipers. I believe this part should be recalled on the 1997 model Chevrolet S-10 pickup.
