Okay, this problem started for me when it was snowing pretty badly outside. I turned the wipers off and they didn't go all the way down but being so cold and my 1 year old son with me I didn't have time to mess with it. Later that night I went out to start my car and get it warm and all of a sudden my wipers went straight up. I couldn't have that here in ND or would get pulled over, so I had to run my wipers on the slowest setting just to keep them out of my line of vision. I even got out and got all of the snow out from under them, chipped any ice I may had missed earlier away but still they wouldn't go down. After a lot of research this is the only fix and reason I could find:
"There is a "park pawl" on the wiper motor that has bent...you need to remove the wiper arms and plastic cowl to access the motor and either bend the pawl back, or replace it...once the arms and cowl are off, have a helper turn the wipers on, then off, you'll see the bent pawl clearly."
