The contact owns a 1999 Chevrolet Corvette. The contact attempted to unlock the steering column, but was unsuccessful. The contact could not drive the vehicle and it was towed to an authorized dealer. The technician stated that the vehicle was included in NHTSA campaign id number 04V060000 (steering:column locking:anti-theft device). The manufacturer would not provide any financial reimbursement to the dealer; therefore, the vehicle had to be repaired according to the remedying instructions referenced in the recall at the cost of $700. The contact is in the process of having the vehicle repaired. The vehicle was repaired four years ago according to this same recall at the contact's expense. He called the manufacturer and is waiting for a response. The VIN was unknown. The failure and current mileages were 42,220.
I attempted to drive my 1999 Chevrolet Corvette and the vehicle steering column locked up. I investigated the issue and found recall notification EA02031. However after notifying the my local dealer paradice Chevrolet temecula ca of the issue they researched my VIN and to my surprise the recall service had already been performed on my vehicle in 2005 I am deeply concerned that the matter was not resolved properly and there my still be an issue the manufacturer has not uncovered. Please advise?

Consumer has problem with the steering wheel. The vehicle is unsafe to drive. Dealer indicated there is not recall on this issue. The steering wheel retracted towards the dashboard intermittently while driving or sitting still. The consumer could not manually retract the steering wheel. The wheel had to retract itself which usually occurred when the vehicle was turned off. The problem was diagnosed as a seat module but the dealer refused to correct the problem.
After the recall for steering column was performed, the remedy failed. Add'L information rec'd from consumer on 9/23/2003 - I was at a local post office on Sunday and I had to wait 2.5 hrs for a tow truck. Then george Chevy in bellflower, ca told me it was not covered anymore and this was a dead item. I had to take it to a mechanic to fix it. I installed off-the-shelf (ots) by-pass kit so as to not be driving around and have it lock up. See repository for information on ots by-pass kit and other details. Cat
The steering wheel lock unit engages intermittently. Often without notice. What happens if the vehicle is in motion? this was repaired once under warranty. But Chevrolet refuses to assist in repairing their repairs. This is a common problem with this year. Ref. In EA02-031
While driving at 70 mph, the vehicles steering wheel locked up. Consumer had to forcefully break steering wheel loose and drove to the nearest Chevrolet dealership. Ref. In EA02-031
Steering keeps locking up and cannot release steering wheel lock. Bad actuator and relay, replace actuator and column lock relay again due to poss faulty recall part. Recall on steering, had no problem until after the recall was done. Column lock light comes on, cause short, replace column lock. Roof latch rubber cover fell off, cause broken, reorder rubber latch. Replace hazard warning switch, remove dash pad and replace hazard switch. Ref. In EA02-031
While pulling out of driveway at 5 mph steering locked up. Consumer states steering wheel security lock engaged, dealer stated was a security system problem they have had previous occurances of same problem. Moved vehicle about 20 feet before noticed the steering was locked. Cat ref. In EA02-031
