Cheap plastic that looks like chrome on front console.

I bought a new 2010 Buick Lacrosse from GM Parkway Valencia about a year of ownership I noticed the chrome trim of the center console where the curtain closes to hide the cup holders started to peel off. I brought it in for service I told Linda and Hugo about it she said she would look at it and asked her if it was still under warranty and she said no because it was wear and tear. it bothered me but i guess i can live with it. about 6 months ago. the paint on the steering wheel started to peel off by now I had 70000 miles on my car i never mentioned it to them.

chrome on cosole and radio orange peeling for the 2nd time
Chrome on console and radio is orange peeling, Had it replaced under warranty and now it is orange peeling a second time. Has there been a notification on this situation to the Buick dealers. Can I have it replaced for factory defect, car has only 51,145 miles and is 5 years old, but in excellent condition. Waitng for response.
