These headlight lenses are the worst case of hazing over that I have seen - especially on a car that is not even 10 years old. Several attempts wiht aftermarket restoration kits have done absolutely nothing.
The dealer service technician said that a cheaper type of plastic was used during this period. That would certainly make sense.
BMW USA acted like this was the first time they have heard of the issue. Sorry, but you are on your own.
To fist this through a dealer will cost $2,000 per headlight. Hopefully there are some aftermarket or junkyard parts available.
